Judge John M. Roll granted preliminary approval of the settlement in a hearing in San Jose, Calif., on Tuesday, as the news agency reported that attorneys for about 4,000 victims are expected to meet Monday to determine how to structure the settlement. Many of the victims of the civil war, which left an estimated 80,000 dead, are believed to be from Nicaragua, according to AP. U.S. soldiers entered the country in 1992 to "kill those responsible for the atrocities and to hunt down the guerrillas responsible for the murders," according to a 1995 U.S. State Department report. "[I]n the first wave of the war, government forces massacred civilians at the hands of their own security forces," the State Department report said. "Many of the civilian massacres were conducted in a systematic and deliberate manner by the government's National Guard." The government then began to co-opt former members of the army of the now-demobilized Farabundo Martí National Liberation Front, known by its Spanish acronym, FMLN, the State Department report said. "The government was directly responsible for many of the civilian massacres, as the Ministry of Defense and security forces were implicated in the attacks. In the second wave of the war, from 1992 to 1994, the government began to withdraw its forces from civilian areas and return troops to military barracks, however, government forces continued to commit atrocities, killing noncombatants and fleeing military personnel," the State Department report said. While the FMLN was often implicated in atrocities, no member of the group is known to have committed crimes "to any significant degree," according to the report. The settlement being agreed to in the Salvadoran civil war case is valued at more than $5 million, AP reported.
